Black tide

Today I was fishing off my pier in Seabrook. There were about 4/5 ships off shore. My pier is close to pine gully park in a neighborhood. Around 3 pm we noticed black water approaching as the tide came in. It formed a visible line with the regular green color water. I have lived here my entire life and I am 34 and have never seen anything like it. The blackish-olive water appeared oily on the top. Some bubbles were visible and there were bird feathers floating on top. It seemed to line the entire coast. It was still there when I left at 5. I don't know if it was from a ship or what. I called tceq to report it but left a message. The fish stopped biting after that gross water came in. I also fish offshore and it was not like the ribbon water offshore. It was pollution or runoff from something. It needs to be check outed.
